不需要，PGWP可以豁免LMIA。如果你去看checklist的文档，写得会很清楚：
If an LMIA does not exist, upload the documents to show the exemption used for the workpermit (e.g. North American Free Trade Agreement, etc.). The best types of documents toprovide are:
