雅思9分听力这本书有谁做过吗？求教一题

我做到最后一套测试题了，但是第三部分的第28题我觉得答案有问题。
题目问的是how much money does he need to have without scholarships or loans?
听力原文给的内容是 it really depends on where you go but generally you need about $10,000 per semester. A lot of that is covered with scholarships though, so you’d only need about $2000 of your own money.
题目既然已经问了在没有没有奖学金或者贷款的情况下要多少钱，难道不应该是10,000吗？
答案给的2,000，我不太认可。
